Incentives to Small Scale Industries and Large & Medium industries

E.D. Exemption:

New industries units (other than thrust sector industries) with contract demand up to 110 MVA are entitled to exemption of electricity duty for a period of five years from the date of power supply/date of commissioning of the plant. New industrial units in the thrust sector are entitled to 100% exemption of E.D. up to contract demand of 5 MW for a period of five years from the date of availing of power supply for commercial production. New industrial units setting up captive plant are exempted from the payment of 50% of E.D. for the CPP for five years for self consumption only from the date of its commissioning. During the year 2009-10 3 nos. of industrial units have been allowed to avail E.D. exemption.

Issue of eligibility certificate for payment of premium for conversion of Agriculture land to industrial purpose:

New units and existing units taking up Expansion/Modernization Diversification are granted exemption from payment of premium for conversion of agriculture land to industrial purpose. During the year 2009-10 (up to March, 2010), 2 nos. of industrial units are granted exemption for payment of premium for conversion of agriculture land to industrial purpose.

Allotment of raw material:

During the year 2009, 120800 M.T. of raw material has been recommended for allotment in favour of 03 nos. of industrial units to OSlC & OCCF by the Directorate of industries

Interest subsidy under SEP-2003:

All new existing SSI taking up ? E/M/D and sick industrial units availing additional term loan which have started commercial production between 1'' April, 2003 and 31-3-2007 are eligible to get interest subsidy @ 5% of term loan per annum for a period of five years at a ceiling of Rs.20.00 lakhs for SSI and Rs.10.00 lakhs for tiny industries. As per restriction imposed by planning & Coordination Department, the maximum limit of interest subsidy will be Rs.1 .OO lakh
Per unit and units covered under PMRY will not be eligible for interest subsidy. During the year 2009-10 interest subsidy amounting to Rs. 94,7901- has been sanctioned to 5 nos. of SSI for KBK and backward areas and Rs.1,63,592/- for 4 nos. of SSI for non-KBK area.

Sales Tax j VAT Reimbursement:

New SSI Units I Existing SSI Units taking up EMD all units in KBK and backward areas and units in approved cluster priority sector, ancillary sector in other areas which have started commercial production between the 1st April, 2003 and 31-3-2007 are eligible to avail STNAT reimbursement for a period of five years limited to 100% of fixed capital investment. During the year STNAT reimbursement amounting to Rs. 41,56,323/- has been sanctioned in favour of 8 nos. of SSI units of KBK districts and Rs.3,85,093/- has been sanctioned for 2 nos. of SSI units for non- KBK districts.

CIS under SEP-2003:

New SSI Unit I Existing SSI units taking up EMD all units in KBK and backward areas and units in approved cluster priority sector, ancillary sector in other areas which have started commercial production between the 1st April, 2003 and 31-03-2007 are eligible to avail CIS @ 15% of KBK & 10% of other of fixed Capital Investment limited to Rs.10.00 lakhs. Disbursement shall be effected after satisfactory working for 3 years from the date of commercial production.
During the year 2009-10, Rs.36, 41, 8001- have been sanctioned in favour of 10 nos. of SSI units for KBK district.

MSME to be set up:

During the year 2009-10, it was proposed to set up 5000 nos. of MSME units with investment of Rs.30, 000 lakhs and providing employment opportunity to 25900 nos. of persons. During the year 2009-10, 2800 nos. of units have been set up with an investment of Rs.13.874.61 lakhs and employment to 13396 nos. of persons as on November'2009.
During the year 2009-10, it was proposed to set up 5000 nos. of MSME units with investment of Rs.30, 000 lakhs and providing employment opportunity to 25000 nos. of persons. During the year 2009-10, 4894 nos. of units have been set up with an investment of Rs. 28,953.01 lakhs and employment to 23184 nos. of persons as on March' 2010.

Capital Investment Subsidy to SSI & Large Medium industries:

Under the provision of various industrial Policies CIS is being sanctioned to Micro, Small, Medium and Large Industries. During 2008-09, Rs.10737501- has been sanctioned in favour of 2 nos. of Small Scale Industries but the earlier sanctioned cases are being disbursed with CIS by Orissa State Financial Corporation. During the year 2009-10 9 nos. of units have sanctioned with CIS of Rs.39.41 lakhs under earlier IPR.

Stamp Duty Exemption:

Eligibility for exemption of stamp duty has been issued in favour of 3 nos. of Industrial units during the year 2009-10 (up to March'2010).
1.10. Growth Centre- Under the scheme infrastructure Facilities are being developed in potential area like Kalinga Nagar (Duburi), Jharsuguda and Kesinga. 35 nos. of industrial units have been allotted land in Jharsuguda during the period.
1.11 ID Centres- Scheme envisages setting up centres in backward and rural areas like Khurda, Rayagada and Somanathpur to promote cluster in Micro & Small Scale Sector.
